A Conversation with Vocational Rehabilitation Counselor Kristin Clark

At S.T.E.P. by S.T.E.P., Inc., we are committed to connecting individuals with the resources they need to achieve independence and meaningful employment. Recently, we had the opportunity to speak with Kristin Clark (also known as Kristin Leggo), a Vocational Rehabilitation Counselor serving St. Lawrence County through ACCES-VR. Kristin comes to S.T.E.P. by S.T.E.P., Inc. every other Friday from 8:30 a.m. to 3:30 p.m., and she always welcomes individuals to stop in and connect with her in person to learn more about services or begin the application process.


Kristin shared valuable insight into how ACCES-VR supports individuals with disabilities in reaching their employment, education, and career goals.


What is ACCES-VR?

ACCES-VR (Adult Career and Continuing Education Services – Vocational Rehabilitation) is a New York State program that helps individuals with disabilities prepare for, secure, retain, or regain employment.


The program focuses on creating individualized plans that align with each person’s strengths, interests, and career aspirations. Services are comprehensive and tailored — recognizing that every employment journey is unique.


Who is Eligible?

Kristin explained that ACCES-VR serves individuals who:

  • Have a documented disability

  • Experience barriers to employment because of that disability

  • Are motivated to work


Eligibility is determined through an application and intake process, during which a counselor works closely with the applicant to understand their needs and goals.


What Services Are Available?

ACCES-VR offers a wide range of supports, which may include:

  • Career counseling and vocational planning

  • Job readiness training

  • Resume development and interview preparation

  • Educational support, including tuition assistance when appropriate

  • Assistive technology

  • Job placement assistance

  • Ongoing employment supports


Kristin emphasized that services are highly individualized. “We work alongside each person to build a plan that makes sense for their goals,” she shared. “It’s about empowering people to move forward with confidence.”

One of the most powerful aspects of ACCES-VR’s work is collaboration. Counselors partner not only with individuals but also with community organizations, service providers, and employers.
