Understanding Housing First: Why Housing Comes First


At S.T.E.P. by S.T.E.P., Inc., we often talk about recovery, growth, independence, and community. We talk about mental health, physical health, support networks, purpose, and helping people build lives that feel stable and meaningful.


But before many of those things can happen, there is one basic human need that must be met:


A safe place to call home.


That simple idea is at the heart of the Housing First model.


Housing First is an evidence-based approach to ending homelessness that prioritizes immediate access to permanent housing without requiring individuals to first complete treatment programs, achieve sobriety, or prove they are "ready" for housing. Instead, Housing First recognizes that stable housing provides the foundation from which people can begin addressing other challenges in their lives.


For many years, homelessness services often followed what was known as a "treatment-first" approach. Individuals were expected to move through shelters, transitional programs, and various treatment requirements before becoming eligible for permanent housing. While well-intentioned, this model often created barriers for people who were already facing significant challenges.


Housing First turns that model upside down.


Rather than viewing housing as something people earn after meeting certain requirements, Housing First views housing as a basic human need and the starting point for recovery, stability, and personal growth.


Once housing is secured, individuals are offered supportive services such as case management, mental health support, substance-use counseling, employment assistance, healthcare connections, and community resources. These services are available and encouraged, but participation is voluntary. This approach respects individual choice while helping people access the support they need to achieve their goals.


At S.T.E.P. by S.T.E.P., Inc., we see firsthand how difficult it is for anyone to focus on their mental health, physical health, employment, education, relationships, or long-term goals when they do not know where they will sleep at night.


Housing creates stability. Stability creates opportunity. And opportunity creates the possibility for growth.


The Housing First model aligns closely with our mission because we believe that people thrive when they are treated with dignity, respect, and compassion. We believe that recovery and personal growth happen differently for every individual. Just as we encourage people to take ownership of their journey toward independent living, Housing First recognizes that individuals are the experts on their own lives.


Research consistently supports this approach. Studies have shown that people participating in Housing First programs are significantly more likely to remain housed compared to those in traditional treatment-first models. Stable housing has also been linked to improved physical and mental health outcomes, fewer hospitalizations, reduced reliance on emergency services, and lower involvement with the criminal justice system.


The benefits extend beyond individuals as well. Research has found that Housing First programs often generate substantial cost savings for communities by reducing the use of expensive emergency systems. Some studies estimate that every dollar invested in Housing First can generate more than a dollar in societal savings through reduced healthcare, emergency response, and public service costs.


At S.T.E.P. by S.T.E.P., Inc., Housing First is more than a housing strategy—it reflects a philosophy that guides much of the work we do. We understand that people need a strong foundation before they can focus on higher goals. Whether someone is working on improving their mental health, building healthier relationships, strengthening life skills, improving physical wellness, finding employment, or becoming more engaged in their community, having stable housing provides the security needed to take those next steps.


That is why our work extends beyond simply helping people find housing. Through supportive housing, peer support, wellness activities, life skills development, community engagement, nutrition education, recreation, mindfulness practices, and opportunities for meaningful connection, we strive to help individuals build lives that are not only stable but fulfilling.


The Housing First model reminds us that housing is not the end goal.


Housing is the beginning.


It is the foundation that allows people to heal, grow, pursue their goals, and become active participants in their communities.


Every person deserves the opportunity to build a life of stability, purpose, and connection. Housing First provides a proven pathway to make that possible, and we are proud to be part of that work every day.

Connection, Alignment, and New Growth at the SBS Farm



Yesterday was another beautiful day at the SBS Farm & Greenhouse, and it reminded us why Thursdays have become one of our favorite days at SBS.


With sunshine, blue skies, and a gentle breeze, we gathered together for meditation and discussion surrounded by the incredible growth happening in the greenhouse. We could hardly believe how much the plants have grown in just two weeks since we planted the seeds.




During our discussion, Mindy summed up the morning perfectly when she shared her favorite takeaways: connection, alignment, not rushing, trusting the process, and being in the here and now.


As we reflected together, we were reminded that growth—whether in nature or within ourselves—takes patience, care, and time. The plants aren't rushing to bloom, and neither should we. Instead, we focused on being present, appreciating the warmth of the sun, listening to the birds, and spending quality time with the support network we have intentionally built together.


At the end of the day, we all agreed that while the greenhouse and the beautiful weather were wonderful, the best part was simply being together.
